Rinse rice twice and drain
Mix in chopped bell pepper
Add water to rice/pepper mixture and cook rice (in rice cooker or stove top)
Cook Rice and then mix in salt and pepper
Cut tops off of Bell Peppers...keep tops for later.
Clean out peppers
Place peppers in large pot, cover with water, and boil peppers for 3-5 minutes or until soft
(KEEP WATER for basting later)
Brown ground beef in skillet while mixing in garlic powder and onions, drain
Mix beef in with rice/chopped pepper
Place boiled peppers in glass baking dish
Stuff peppers with rice/beef mixture
Put tops on top of stuffed peppers
Place in oven at 325 degrees
Bake 35-40 min., basting with water from boiled peppers every 10 min.
Remove and let sit for 10 min. before serving.
