Mix the first 3 ingredients and spread on to the greased and floured 9x13 pan. Mix remaining ingredients together and spread on top of contents already in pan. Bake for 35 minutes in the oven at 350. (You can subsitute a chocolate cake mix in the recipe and once the cake is out of the oven cooling add chocolate cips to the top layer.
