1. Chop potatoes into bite size pieces. Boil potatoes for 20 minutes. Strain and allow to cool.
2. While potatoes are cooling - mix vinegar, Dijon, and olive oil in a small bowl.
3. Combine sauce and potatoes. Add remaining ingredients.
4. Chill and serve.
