1. In pot, cook for 10 minutes beef, rice wine, soy sauce, black vinegar, sugar, garlic.
2. Add water, anise, red pepper, green onion.
3. Cook on low heat 1-2 hours until soft.
4. Optional: May add small white cabbage or other leafy vegetable just before serving.
5. Serve over noodles.
