Line a baking sheet with parchment paper. Heat oven to 375 degrees.
Combine the all purpose flour and whole wheat flour with the oats in a food processor. Process until the oats are ground. In a medium bowl combine the flour oat mixture, brown sugar, baking powder, salt and orange zest.
Cut in the butter until the mixture resembles coarse crumbs. In a small bowl whisk together the egg, half and half and vanilla. Add to the dry mixture and stir until a sticky dough is formed. Stir in the cranberries and raisins.
Spoon the dough onto the prepared baking sheet in 6 rounds about 1 inch apart. Sprinkle the demerara sugar on top. Bake on center oven rack about 15 minutes. Serve warm.
