Pour water over oat meal and let stand 20 minutes.
Mix flour,baking soda,salt, nutmeg and cinnamon and set aside.
Mix 1 cup of brown sugar, white sugar, crisco, and eggs. Add oatmeal to sugar mixture
Slowly add dry ingredients to sugar and oatmeal mixture.
Pour into greased and flour 9x13 baking pan. Bake at 350 degrees F. for 35 minutes or until done.
While cake is baking mix topping together:
Cream 1 cup of brown sugar with butter. Add cream, coconut and peacans.
Once cake is done, remove from oven and spread topping over hot cake. Return to oven. Turn on broiler and broil until topping is golden brown, approximately 5 to 8 minutes.
