Bring the water to a rolling boil and pout it over the oatmeal; let stand for 20 minutes. (DO NOT DRAIN.)
Preheat the oven to 350 degrees F.
Combine the baking soda, flour, and salt; set aside. In a separate bowl, combine the margarine and sugar, and then add the eggs and vanilla; beat well. Slowly add the oatmeal and the flour mixture to the sugar mixture (e.g., 1/3 of each at a time). Mix until smooth.
Pour the batter into a 9x12 loaf pan. Bake at 350 degrees for 35-40 minutes.
Mix ingredients together and apply to cake while it is hot. Put the cake under the broiler until the top is golden brown.
