Crinkly topped Oatmeal Cookies are crunchy on the outside and chewy in the center.
In mixing bowl stir together flour, granulated sugar, brown sugar, baking powder, baking soda, and salt. Add shortening, egg, and vanilla; beat well. Stir in oats. Form into small balls. Dip tops in additional granulated sugar. Place on an ungreased cookie sheet. Bake in 375* oven for 10 to 12 minutes. Remove from cookie sheet to rack; cool.
