Suggest a better descriptionPreheat oven to 350 degrees. Grease cookie sheets.
Combine flour, baking powder, baking soda, cinnamon and salt in medium bowl. Beat brown sugar, butter and granulated sugar in large bowl with electric mixer at medium speed 2 minutes. Whisk eggs, milk, orange juice, orange peel and vanilla; beat 1 minute. Add flour mixture; beat until well blended. Stir in oats and cranberries until well blended.
Shape dough into 1-inch balls. Place 1 1/2 inches apart on prepared cookie sheets. Flatten slightly to 3/8 inch thickness.
Bake 15 to 17 minutes or until lightly browned. Cool 2 minutes on cookie sheets. Remove to wire racks; cool completely.
