Cube meat and season with allspice and salt. Boil 2 cups of water and add meat to water once boiled on medium. Let simmer for about 20-25 mins. Water will evaporate when meat is cooking. Put meat aside. In a pot add olive oil and tomato paste. Cook on med-low for 5 mins. Add meat and 4 cups of water. Do not stir. Add lemon and all the other ingredients. Cook for about 15 mins and then give pot a little shake and ingredients will settle. Serve over rice. Add more lemon and salt If desired.
