Melt butter in pot
Fry onions until aromatic
Add flour into pan, fry them together with onion
Mix low fat milk & heavy cream to make 2 cups of half & half
Pour half & half into pan and stir well with fried onions
Stir in water and mix well
Add broccoli, shredded carrots and mix well
Add salt, pepper, nutmeg to season
Mix well & simmer 15 minutes
Add cheddar cheese and stir
