Spread about 1 cup of spaghetti sauce in 13x9x2 pan. Combine remaining spaghetti sauce with ground beef. Layer a third each of noodles, cottage cheese mixture, mozzarella, & remaining sauce and parmesan, repeat 2x. You can freeze at this point if saving to use at a later time or continue to next step. Pour in water around sides of pan. Cover tightly with foil and bake in preheated 350 degree oven for 1 hour. Remove foil and bake 15 min longer or until noodles are tender. Let stand 20 minutes.
Alternatively, make a rue with butter, flour and milk mixed with a little bit of Parmesan cheese to substitute for the cottage cheese and yogurt layer.
