Preheat the oven to 375 degrees Fahrenheit. Lightly spray a 1 1/2-quart glass casserole dish with cooking spray.
Prepare the pasta using the package directions, omitting the salt and oil. Drain well in a colander. Set aside.
Meanwhile, in a medium saucepan, stir together the celery, onion, and water. Cook, covered, over medium-high heat for 3 minutes.
Stir in the bell pepper. Cook, covered, for 1 minute.
In a medium bowl, whisk together the milk, flour, and pepper. Pour into the celery mixture. Reduce the heat to medium and cook for 3 minutes, or until slightly thickened and bubbly, stirring constantly. Stir in the Cheddar. Reduce the heat to low and cook for 1 minute, or until the Cheddar is melted, stirring constantly. Remove from the heat.
Stir in the tuna and peas. Add the cooked pasta, stirring to coat. Spoon into the casserole dish. Sprinkle with the almonds and Parmesan.
Bake for 12 to 15 minutes, or until bubbly and lightly browned.
