Soften yeast in warm water. Combine milk, shortening, sugar, and salt in large mixing bowl. Cool to lukewarm. Stir in 2 cups flour; beat well. Add eggs. Stir in softened yeast. Add orange zest, orange juice, and remaining flour to make soft dough. Cover, let rest 10 minutes. Knead dough 8-10 minutes on lightly floured board. Place in greased bowl and let raise 2 hours. Punch down, let rest 10 minutes.
Roll dough into 10x18" rectangle about 1/2 inch thick. Cut into 24 strips (about 3/4" wide). Roll each strip lightly under fingers, loosely tie in knot. Arrange on greased baking sheets and tuck ends under. Cover. Let rise about 45 minutes.
Bake at 400F for 10-12 minutes. Makes 2 dozen.
Frost with 1 teaspoon orange zest, 2 tablespoons orange juice, and 1 cup powdered sugar.
