Sift flour, sugar, baking powder & salt. Make a well in the center, add oil, eggs yolks & water, blend well. Beat egg whites & cream of tartar in a lg bowl until soft peaks form. Fold yolk mixture into whites.
Pour batter into ungreased angel food cake pan.
Bake 325 for 55 minutes then 350 for 10 minutes.
