Butter and flour a 10 inch springform pan.
Whisk flour with baking powder, baking soda, and salt. Set aside.
Beat eggs. Gradually beat in sugar until thick.
Mix zest, juice, and olive oil together. Add to egg mixture in thirds, alternating with flour.
Spread batter in pan and bak for 50 min or until done.
Cool and dust with confectioners sugar.
