In pan, brown oxtails in hot oil
Add onion and brown slightly
Add bay leaf, salt, pepper, vinegar and water.
Simmer 2 to 2 1/2 hours until tender (this can be done in a crock pot)
Remove bay leaf
Add vegetables; simmer 30 - 45 minutes until tender.
If desired thicken juices with 2 tablespoons flour mixed with 1/4 cup water.
Bring to a boil.
