Saute kielbasa over medium-high heat until it begins to brown.Add shrimp and cook until it becomes opaque (about 5 minutes). Add garlic, saute1 minute then place in large mixing bowl.
Saute peppers 3 - 4 minutes in samepan. Add to mixing bowl. Prepare tomatoes by seeding and slicing. Cook orzoaccording to package directions. Just before draining pasta, add frozen peas.Now drain -- do not rinse. Combine with kielbasa-shrimp mixture and the slicedtomatoes.Warm vinegar and lemon juice for the vinaigrette.
Crumble insaffron and "steep" 5 minutes. (If you Are using turmeric, there's no need tosteep.) Whisk in mayonnaise, garlic, and sugar until combined. Drizzle in oliveoil. Season to taste with salt and cayenne. Add vinaigrette to salad ingredientsand toss gently.
Garnish with chopped scallions
