Mix sugar, salt and sour cream. Add well beaten eggs.
Mix and sift flour with baking soda and combine with egg mixture. Add melted chocolate and hot water. Cut marshmallows in quarters and stir into cake mixture. Pour into prepared pans.
Bake at 350 degrees F for 20-30 minutes. Remove from pans and cool on a rack.
Frost (the center and top) with chocolate icing.
