cook pasta. Drain saving 1/4 cup
Heat oil in medium heated pan. Smash garlic with side of knife and add to pan, cooking 1 minute
Stir in peppers. Heat 3-5 minutes
Turn heat low. Stir in dairy. If cream, let it reduce a little. If cheese, add pasta water to help it melt.
Sprinkle in capers and herbs
Stir in pasta and coat.
