Suggest a better description1. Heat a large deep frying pan over high heat. Add oil, garlic and onion and cook for 3 minutes or until just soft.
2. Add beef and cook, stirring until brown.
3. Add tomato purée and simmer rapidly for 10-15 minutes, stirring regularly until the sauce is thickened and reduced.
4. Stir through parsley and pepper. Set aside.
5. Preheat oven to 180C. Cook the pasta in a large saucepan of boiling salted water until al dente. Drain and return to the saucepan.
6. Add the milk and 3/4 cup of the cheese. Stir over low heat for 4-5 minutes until thickened.
7. Spoon the beef sauce into a 4 litre capacity ovenproof dish. Top with pasta mixture and sprinkle with remaining cheese.
8. Bake for 15-20 minutes or until golden.
