Recipe handed down from German ancestry.
1. Melt butter in skillet over medium heat. Saute onion 5 minutes. Add steak and cook just until browned.
2. Add steak mixture, potatoes, and carrots to crock pot. Sprinkle with salt and pepper, stir to mix. Sprinkle the water over the top. Cook 3-4 hours on low, or until vegetables are just tender.
3. For dough: Mix flour and salt in food processor. Cut shortening in 10-12 pieces. Add to food processor and pulse until roughly combined.
4. Combine eggs, water, and vinegar. Pour about half the liquid over the shortening/flour mixture in food processor while off. Add remaining liquid through feed tube while food processor is running, for a max of 10 seconds. Let mixture rest 5 minutes.
5. Meanwhile, use a slotted spoon to pile the filling from slow cooker onto two large plates to cool slightly.
6. Divide dough in half. Roll out each dough ball on a piece of parchment paper about the size of a baking sheet. Transfer the filling from one plate onto one side of the rolled dough. Use the parchment paper to help fold the dough over the filling. Press edges to seal. Pick up the parchment paper carefully and place onto baking sheet. Repeat with second dough ball and plate of filling, cutting the extra parchment paper off once sealed so it fits on the baking sheet next to the first.
7. Bake at 350 for 20-30 minutes, until crust starts to turn golden brown.
