Melt one stick butter, add onions and garlic. Brown. Add beef, water, and salt. Cook until all liquid is absorbed. Season with pepper, then add tomato paste. Cook until dry. Sprinkle in nutmeg, allspice, and cinnamon. Set this mixture aside while preparing the macaroni.
Cook macaroni until done. Drain well and put into oblong (10 x 14 x 2 1/2 inches) pan. Mix in half stick melted butter and one cup cheese. Stir in 4 eggs, then add prepared meat mixture.
Melt half stick butter in saucepan. Add half cup cheese, flour, cream, and milk. Cook over low flame, stirring constantly until thick. Remove from heat and cool a little. Add 6 beaten eggs and mix well. Stir one half of the cream sauce into the macaroni/meat mixture. Put remaining cream sauce on top. Sprinkle top with cinnamon and nutmeg.
Bake at 350 degrees for 40 to 45 minutes. Let cool 20 to 30 minutes before cutting into squares.
