Spread frozen peas in towel and leave overnight. Some time the next day mix first 4 ingredients and place in fridge. Then mix salad dressing, milk, spices together in a jar and refrigerate. About an hour before serving, take salad and dressing from fridge, and let sit to take the chill off. Right before serving give the jar of dressing a good shake and pour over salad. Mix well & add the peanuts.
