Cream sugars, butter, and peanut butter. Beat in eggs, milk, and vanilla. Mix dry ingredients and stir into egg mixture. Shape dough into balls. Roll in sugar. Place on an ungreased cookie sheet at 375 degrees for 10-12 minutes. Press a kiss into each cookie immediately when out of the oven.
