In a stand mixer fitted with a paddle attachment, combine butter, peanut butter, and powdered sugar until well mixed. Add vanilla wafers, mix until blended well, and press mixture into a 9- by 13-inch casserole dish. Put in refrigerator to chill. In the meantime, warm heavy cream in a medium saucepan. Remove from heat and add chocolate chips and stir until melted. Pour over peanut butter mixture. Place in refrigerator to stiffen. Cut into squares.
