Note, may make in crockpot, stovetop, or cook in oven. Mix beef, tomatoes, onion, beef broth, potatoes, black and red pepper in cooking utensil. Bring to boil, simmer for about 3 hours on stovetop or in oven, 8 hours on low in crockpot. (If using the short ribs, shred and return to pot before the next step.) Mix tomato paste, peanut butter and a little water. It will mix easier if heated in the microwave. Stir this into the soup, cook for about another hour.
