Pulse nuts in a food processor until ground. Add oats, chia seeds, cinnamon and nutmeg. Pulse until s=well blended. Add remaining ingredients and pulse till blended. Press into 8x8 pan with oversized wax paper. Refrigerate 2 hours and cut into bar. Keep in air-tight container.
