Thinly slice tender tips. Heat oil in fry pan and brown meat. Place meat in roaster. Heat small amount of oil in fry pan and cook together onions and peppers until softened. Add remaining ingredients except for tomatoes, heat and stir until mixture is thickened. Cover meat in roaster with thickened mixture, cover and cook in 375 degree oven for 1 hour until meat is tender. Add prepared quartered tomatoes and cook for 1/2 hour longer.
