Preheat oven to 325 degrees.
Combine the oats, yogurt and water.and stir well to mix. Set mixture aside for 5 minutes.
Meanwhile combine flour, sugar, and cocoa powder.Mix thoroughly. Add egg whites,vanilla extract and oat mixture. Mix thoroughly.
Coat an 8 inch sqaure pan with nonstick cooking spray. Spread the batter evenly in the pan and bake until the edges are firm and the center is almost set (about 22-24 minutes) Allow to cool completely
Combine confectioners sugar, peppermint extract, food coloring and skim milk in a small bowl. Stir until completly mixed.
Microwave mixture for 20 seconds. Drizzle mixture over brownies and let icing set for 10 minutes.
