A nice version of shepherd's pie we will make again.
Preheat oven to 350? F (180?C)
In a large skillet over medium high heat cook the beef, onion and garlic until the beef is no longer pink. Add the carrot, and green pepper and cook 5 to 7 minutes or until the vegetables are softened. Add the peas and tomato paste. Bring to a simmer, then lower the heat to medium low. Cover and simmer for another 10 minutes or until the carrots are tender. season with pepper. Spoon int prepared dishes.
Meanwhile boil the potatoes until tender. Drain and mash thoroughly with milk, butter and grated cheddar. Spoon the mashed potatoes over the beef mixture. Sprinkle lightly with paprika. Bake for 25 to 30 minutes until the potatoes are slightly browned and the meat mixture is bubbly. Broil for the last few minutes to brown the top.
