The boneless steak can be a boneless beef of your choice. You can go to the butchers and see if they'll slice it really thin for you. They should be as thin as you can get it. I've been using tri-tip and half-freezing it until it's really cold but not frozen, and using a serrated knife to slice it super-thin.
IN a large pot or dutch oven, break ground beef into 1 inch chunks. Cover with water 1 inch past the ground beef. Bring ground beef and water to a boil, boil vigorously for 2 mins, stirring once or twice, then drain and rinse the meat. Return the meat to the pot.
Add the onions, broth, 2 cups of water, fish sauce, ginger, cinnamon, sugar, star anise, cloves, salt and peppercorns to the pot and bring to a boil. Reduce to simmer and partially cover for 45 min.
Strain broth and add water to equal 11 cups of liquid. Discard solits and return to the pot and keep warm.
Place the noodles in a large bowl and cover with very hot tap water. Soak for 10-15 min. Drain, then drop into a pot of boiling water for 30-60 seconds. drain and divide among bowls. Shingle thinly sliced raw steak on top.
Bring broth to a rolling boil. Pour boiling liquid over noodles and steak. Serve immediately.
If you have extra broth leftover (which you probably will), store it separately from the noodles and meat.
