1) Season the meats with the vinegar, salt, black pepper, and sugar.
2) Heat the oil in a heavy frying pan and saute the onion, garlic, pepper and chillies. Add the meats and fry, stirring frequently, for about 10-15 minutes until the mixture starts to brown. Discard the surplus oil, taking care not to pour away the meat juices.
3) Add all other ingredients and simmer gently for about 15 minutes, stirring occasionally until the mixture starts to dry. Eat hot, unless using as a filling in empanadas, when it should be allowed to cool first.
