Bring water to a boil. Reduce heat so water will simmer. Add garlic. Simmer for 5 minutes. Add salt and vinegar and return to a boil til salt dissolves. Remove from heat.
In each jar place 1/2 teaspoon each of the seeds and 5 cloves.
Pack jars very tightly full of veggies. Fill with hot brine and seal.
