Cut butter and shortening into flour mixture until course crumbs.
Stir in vinegar and then the water (1 tbsp) at a time until dough forms.
Press dough together and shape into disc.
Wrap with plastic wrap and chill for 1-2 hours.
Flour surface, roll out dough into 12-13 inch circle.
Fit into 9 inch pie pan, press and crimp edges.
Freeze 20 minutes
For prebaked crust; Heat oven to 400 degree, line crust with parchment paper and add dried beans. Bake for about 10 minutes, then remove beans and bake until golden 10-12 minutes. cool on rack.
