Preheat oven to 350 F. Lightly butter or oil 8 in baking pan. Line pan with tin foil or wax paper and butter again. Dust with flour.
Fine grind the pine nuts and add to blender. Pour in condensed milk. Add eggs and orange peel. Blend on high until.light airy batter, 5 minutes or so. Scrapes side as needed.
Pour mixture in cake pan and bake for 45-50 minutes, or until toothpick comes out clean. Cool for at least 10 minutes. Run knife along edge and turn out onto plate. Remove paper or foil and turn back onto serving plate.
Dust with powdered sugar before serving.
