Preheat oven to 425. Line a small baking sheet with foil and grease lightly.
Chop pistachios into medium fine pieces. Combine nuts, breadcrumbs, parmesan, salt and pepper in shallow bowl. Drizzle with olive oil and stir with a fork until crumbs are evenly moistened.
Spread top of each halibut filet evenly with mustard. Press mustard coated side into crumb mixture to generously coat fish. Set fillets, coated side up, on prepared pan. Sprinkle remaining crumb mixture over fillets to form thick coating.
Bake until topping is crisp and browned and fish is cooked through (10-12 minutes). Serve topped with relish.
