Add the cucumbers, Romaine, Chile, Tomatoes and Scallions to a large bowl.
Dice the tortillas into bite size pieces and add them to the bowl.
Add the mint and cilantro. Mix to combine.
In a small bowl, combine the lemon juice, garlic and half of the sumac, salt and pepper. Whisking constantly, pour in the olive oil in a slow steady stream.
Pour over the salad, mix to combine.
Serve in portions and top with the remaining sumac.
