Suggest a better descriptionCombine water, boullion, and corn in pot. Add sauted onion, sugar, salt, pepper, and bay leaf. Cover. Simmer over low heat for 1 hour. Add potatoes and simmer covered 1/2 hour. Mix water and flour. Stir in. Add milk & heat to almost boiling. Garnish with crisp bacon.
