Boil the sugar, star anise, cinnamon, bay leaf and lemon peel gently in the water until the sugar has melted and formed a light syrup. Place the peeled pears with their stalks left on in the syrup. Add more water if necessary. Boil gently, covered, until the pears are tender. Serve warm or cold.
