In pot, melt butter and stir in brown sugar. Add water, vanilla and bring to a boil.
In mixing bowl, cream butter and add sugar.
In small bowl combine flour, baking powder and salt.
Add to the mixing bowl, alternating with milk.
Pour syrup into 9 x 13 dish and drop batter in by teaspoons.
Bake 30 minutes.
