Serve with plain spaghetti or crusty bread.
Fry the onion until oft, do not brown. Add the garlic and pepper flakes and cook for 1 minute. Add the remaining ingredients, season with salt and pepper, and simmer until thickened, about 40 minutes.
The sauce can be made 2 days in advance, cooled, covered and kept refirgerated. Bring to room temperature before serving.
Whisk the vinegar and garlic. Gradually whisk the olive oil and season with salt and pepper. Add the peppers, tomatoes and parsley and stir to combine. Set aside at room temperature.

Grill the steaks until lightly charred and crusty, brushing often wiht the sauce, until medium rare. Remove from the grill and brush with the reserved sauce. Let rest for 5 minutes, then cut into 1 inch thick slices. Top with the tomato salad and serve immediately. Pass the sauce on the side.
