1. Place roast in slow cooker. Sprinkle with salt and pepper.
2. Make paste of flour and cold water. Stir in kitchen bouquet and spread over roast.
3. Add garlic, onions, potatoes and carrots.
4. Cover. Cook on Low 8-10 hours or High 4-5 hours.
5. Taste and adjust seasonings before serving.
