Preheat oven to 400 degrees.
Thinly slice the potatoes.
Put the sliced potatoes in a bowl and drizzle with olive oil, 1 teaspoon salt, 1/4 teaspoon pepper, and Parmesan cheese. Mix to coat.
Line a deep dish pie pan with the potatoes, including sides and overlap if needed. Fill any gaps.
Bake for 15 minutes or until potatoes are just cooked and not yet brown.
In a bowl, whisk eggs, milk, tomato, green onions, bacon, cheddar cheese, 1 teaspoon salt, 1/4 teaspoon pepper and garlic powder.
Slowly pour egg mixture over potatoes. If potatoes lift up, press them down with a spoon.
Bake for 30 minutes or until the eggs are set and the potatoes are brown.
Slice and serve.
