Heat oven to 400 degrees. In a 9" pie plate combine flour, cheese and paprika. Mix well. Dip potatoes in milk then in flour mixture. Place skin side down on a jelly roll pan or small cookie sheet with sides. Drizzle with margarine.
Bake 45 to 50 minutes or until potatoes are fork-tender and browned.
Meanwhile, in medium bowl, stir together sour cream, bacon, chives and garlic powder.
Arrange hot potato wedges in a fan around a bowl with dip.
