Boil potatoes. Cool in refrigerator. Cut into bite sized cubes.
Hard boil eggs. Cool. Chop.
Mix dressing ingredients. Add onion, celery and carrots.
Put the potatoes and eggs in a large storage container.
Gently toss to coat with the dressing mixture. Chill.
