Once Potatoes are cooled; peel and slice thin; about 1/8 inch thick like a potato chip. (Tip: Rotate slices so they are not on top of each other... easier to mix with dressing.)
Blend together mayonnaise dressing of:

Mix Mayonnaise dressing with Celery and sliced Potatoes until well coated.
Refrigerate at least 4 hours.
