Place potatoes in large saucepan & add water to cover by 1". Bring to boil of med-high heat; add 1 tbsp salt, reduce heat to med, simmer, stirring once or twice, til potatoes are tender, about 8 minutes.
Drain potatoes & transfer to large bowl. Add vinegar &, using rubber spatula, toss gently to combine. Let stand til potatoes are just warm, about 20 min.
Meanwhile, in small bowl, stir together celery, mayo, relish, onion, parsley, mustard, celery seeds, pepper & 1/2 tsp salt. Using spatula, gently fold dressing & eggs into potatoes. Cover w plastic wrap & refrigerate til chilled, about 1 hour; serve.
