Boil potatos (use what you prefer ) I use Red skin because you won't have to peel them.
While potatos are boiling
Add salt, pepper, celery seed, and vinegar in a small bowl.
Chop peppers, onions and celery into small squares ( I prefer smaller pieces )
After potatos cool cut them into roughly 1" cubes
Mix vinegar seasoning in with potatos
Now add mayonnaise to your liking and add parsley
Mix all together GENTLY and refrigerate
