Arrange potatoes in a vegetable steamer over boiling water; cover and steam 15 minutes.
Let cool; cover and chill.
Coarsley shred potatoes. Combin with salt and pepper, stir well and set aside.
Coat a large nonstick skillet with cooking spray; add margaine, and place over medium heat until melting. Add onion and saute 5 minutes.
Add potatoe mixture, pressing into skillet with metal spatula.
Partially cover and cook 12 minutes or until browned on bottom and thorughly heated. Invert onto a serving platter.
